Transportation Funding Issues

Policy Statement #5

Municipalities statewide are facing a critical shortage of funding for the construction of major new roadway projects and the maintenance of existing roadways and bridges(1). Prompted by the complex financial problems and delays experienced in recent local transportation projects (such as the expansion of Route 82 through Macedonia), members of the Mayors' Think Tank of Northeast Ohio (hereafter called MTT) have performed a detailed examination of the impact of the methods of funding of local transportation-related projects. Many state, regional and local organizations assisted the MTT in the research and development of Policy Statement #5. Representatives(2) from the Akron Metropolitan Area Transportation Study (AMATS), the Northeast Ohio Areawide Coordinating Agency (NOACA), the Ohio Department of Transportation (ODOT), the Ohio Contractors' Association, the Ohio Municipal League, the Office of the Summit County Engineer and the Transportation Review Advisory Council (TRAC) all provided substantive commentary and printed material for the composition of Policy Statement #5(3). In addition, local contractors were consulted for their expertise during the formulation of Policy Statement #5.
